1.1 投標(biāo)人應(yīng)具有獨(dú)立訂立合同的法人資格，不接受聯(lián)合體投標(biāo)。 Tenderers shall act as a legal corporate that can independently sign the contract. The tender from the consortium of tenderers is not accepted. 1.2 具有完善的質(zhì)量保證體系，必須持有國(guó)家認(rèn)定的有資質(zhì)機(jī)構(gòu)頒發(fā)的ISO9000系列認(rèn)證書(shū)或等同的質(zhì)量保證體系認(rèn)證證書(shū)；在專(zhuān)業(yè)技術(shù)、設(shè)備設(shè)施、人員組織、業(yè)績(jī)經(jīng)驗(yàn)等方面具有設(shè)計(jì)、制造、質(zhì)量控制、經(jīng)營(yíng)管理等方面的相應(yīng)資格和能力。 Tenderers shall have a well-maintained quality control system and process ISO9000 series certificates or same-level quality controlcertificates issued by eligible institutes authorized by the state.Tenderers shall process qualifications and capabilities in design,manufacture, quality control, operational management etc. in the fields of technical expertise, facility and equipment, personnel mobilization and past references etc. 1.3 投標(biāo)人具有設(shè)計(jì)、制造與招標(biāo)設(shè)備相同或相近的設(shè)備的能力，在安裝、調(diào)試和運(yùn)行中未發(fā)現(xiàn)重大的設(shè)備質(zhì)量問(wèn)題或?qū)υl(fā)生的問(wèn)題已有有效的改進(jìn)措施。 Tenderers shall process the capability of designing and manufacturingthe tendered equipment or similar equipment. No major quality defectsoccurred during assembly, testing and operation or the defects have beenremoved by effective measures. 1.4最近三年內(nèi)沒(méi)有發(fā)生騙取中標(biāo)、嚴(yán)重違約等不良行為。 Tenderers shall not have misconducts, such as fraud, serious violation of contract in the past three years. 1.5 具有良好的銀行資信和商業(yè)信譽(yù),沒(méi)有處于被責(zé)令停業(yè)、財(cái)產(chǎn)被接管、凍結(jié)、破產(chǎn)狀態(tài)。 Tenderers shall process good financial credits and business ethics.Tenderers shall not have been forced to shut down and the assets shallnot have been taken over, frozen or bankrupted. 1.6 經(jīng)營(yíng)狀況良好。 Tenderers shall operate the business well. 1.7 除非特別說(shuō)明，不接受聯(lián)合體或中間代理機(jī)構(gòu)的投標(biāo)。 The tenders submitted by consortiums or intermediate agencies are not accepted unless otherwise stated. 2 業(yè)績(jī)要求 Requirement on Tenderers , 2.1 投標(biāo)人本次投標(biāo)的同類(lèi)型設(shè)備須具有： 見(jiàn)上表。 2.2 投標(biāo)的產(chǎn)品若采用引進(jìn)技術(shù)的，投標(biāo)人應(yīng)提供相關(guān)的授權(quán)文件，以證明其允許進(jìn)入土耳其市場(chǎng)。同時(shí)，投標(biāo)人應(yīng)承諾：若投標(biāo)的產(chǎn)品引起相關(guān)知識(shí)產(chǎn)權(quán)糾紛的，所造成的后果均由投標(biāo)人承但。 2.3 投標(biāo)人應(yīng)提供同類(lèi)型設(shè)備的業(yè)績(jī)文件，包括設(shè)備使用單位、合同簽訂時(shí)間、安裝投產(chǎn)時(shí)間和設(shè)備運(yùn)行情況的說(shuō)明以及設(shè)備曾經(jīng)發(fā)生過(guò)的缺陷以及改進(jìn)效果。 四、發(fā)售招標(biāo)文件事宜 Sale of Tender documents 1 發(fā)售時(shí)間和地點(diǎn) 2015年11月4日至2015年11月11日（法定節(jié)假日除外），上午9:00-11:30，下午13:30-17:00在線發(fā)售，不接受來(lái)人現(xiàn)場(chǎng)購(gòu)買(mǎi)。 2 購(gòu)買(mǎi)方式 2.1 網(wǎng)站注冊(cè) a) 企業(yè)法人營(yíng)業(yè)執(zhí)照副本（必須是年審有效期內(nèi)的，加蓋單位公章，正頁(yè)與年審頁(yè)合并制作在一頁(yè)內(nèi)）。 b) 注冊(cè)聯(lián)系人身份證件（二代身份證雙面合并制作在一頁(yè)內(nèi)）
