二、申請人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：促進中小企業(yè)、監(jiān)獄企業(yè)、殘疾人福利性單位發(fā)展。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises, prison enterprises, and welfare units for people with disabilities.
(c)本項目的特定資格要求：（3）具有建筑工程總承包資質(zhì)三級及其以上資質(zhì)，且具備有效的安全生產(chǎn)許可證；
（4）投標人擬派項目經(jīng)理須具有建筑工程專業(yè)貳級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（5）符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規(guī)定的供應商，不得參加本項目的采購活動。
（6）本項目專門面向中小企業(yè)采購；
（7）本項目不接受組成聯(lián)合體。
(c)Specific qualification requirements for this program:(3) Having a third level or higher qualification for general contracting of construction projects, and possessing a valid safety production license; (4) The bidder's proposed project manager must have a registered construction engineer qualification of Level 2 (including higher levels) in the field of construction engineering, and possess a valid safety production assessment certificate; (5) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (6) This project is specifically aimed at procurement for small and medium-sized enterprises; (7) This project does not accept the formation of a consortium.
