二、申請(qǐng)人的資格要求
2. Qualification Requirements for Suppliers
(a)滿足《中華人民共和國(guó)政府采購(gòu)法》第二十二條規(guī)定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：促進(jìn)中小企業(yè)發(fā)展、促進(jìn)殘疾人就業(yè)。根據(jù)《政府采購(gòu)促進(jìn)中小企業(yè)發(fā)展管理辦法》（財(cái)庫(kù)[2020]46號(hào)）及《關(guān)于進(jìn)一步加大政府采購(gòu)支持中小企業(yè)力度的通知》〔2022〕19號(hào)規(guī)定執(zhí)行。
(b)Qualification requirements to be met to implement government procurement policies:Promote the development of small and medium-sized enterprises and the employment of people with disabilities. This shall be implemented in accordance with the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (2022] No. 19).
(c)本項(xiàng)目的特定資格要求：具備建設(shè)部頒發(fā)的市政公用工程施工總承包三級(jí)及其以上資質(zhì)，擬派建造師具備市政公用工程注冊(cè)二級(jí)及其以上資格。本項(xiàng)目專(zhuān)門(mén)面向中小微企業(yè)采購(gòu)。
(c)Specific qualification requirements for this program:Possessing a Grade 3 or above general contracting qualification for municipal public works issued by the Ministry of Construction, and the proposed registered constructor should have a Grade 2 or above qualification for municipal public works. This project is specifically targeted at small, medium and micro enterprises for procurement.
(i)符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定；
