簡要規(guī)格描述或項目基本概況介紹、用途：本項目擬選取一家合格的供應商為采購人提供2026年至2028年金橋鎮(zhèn)城運智能化平臺—軟硬件系統(tǒng)運維服務，主要服務內(nèi)容包括軟件平臺維護、硬件設備維護、數(shù)據(jù)更新維護、安全維護等。以確保金橋鎮(zhèn)城市運行綜合管理中心的網(wǎng)絡系統(tǒng)、應用系統(tǒng)、安全系統(tǒng)、會議系統(tǒng)、視頻會商系統(tǒng)、視頻綜合管理系統(tǒng)在可靠、高效、穩(wěn)定的環(huán)境中運行。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project:This project intends to select a qualified supplier to provide the purchaser with the operation and maintenance services for the Jinqiao Town Urban Operation Intelligent Platform - software and hardware systems from 2026 to 2028. The main service contents include software platform maintenance, hardware equipment maintenance, data update maintenance, security maintenance, etc. To ensure that the network system, application system, security system, conference system, video conferencing system and video comprehensive management system of the Jinqiao Town Urban Operation Comprehensive Management Center operate in a reliable, efficient and stable environment. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履約期限：本項目一次采購三年有效，合同一年一簽，每年經(jīng)過采購人考核合格后，合同續(xù)簽一年，最長不超過三年。本次采購預算所涵蓋的服務期限：2026年01月01日—2026年12月31日
The Contract Period:This project's one-time procurement is valid for three years. The contract is signed annually. After passing the assessment by the purchaser each year, the contract will be renewed for another year, with a maximum of no more than three years. The service period covered by this procurement budget is from January 1, 2026 to December 31, 2026

二、申請人的資格要求
2. Qualification Requirements for Bidder
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向小微企業(yè)采購，評審時小微企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and micro enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
